We are having the same issue on Stormbuff with the NPC not being there but showing the challenge as active.

Go to Mount Maelstrom and it will be at The Mire Sea.
I had the same issue of it telling me to use the portals for some reason until I went back to Mount Maelstrom to finish up some of the zone.
