just an update on this issue. i have resolved this particular problem with the steps below, if anyone else is experiencing this same situation that i was. This is a copy-paste from a support ticket. (windows 7)

Press and hold the Windows key and then hit the R key. This should bring up the Run dialog box.
Type “MSCONFIG” without the quotes, and click “OK.” This should open the System Configuration Utility.
Click on the “Services” tab and check the “Hide All Microsoft Services” check box near the bottom, then click the “Disable All” button. (You MUST click “Hide all Microsoft Services”)
Next go to the “Startup” tab and click the “Disable All” button.
Once these items are all disabled, click the “OK” button and you will get a prompt to restart your computer. Please restart your computer.
Once you return to Windows, use the following instructions to clean up those Winsock entries:

Click the “Start” button to bring up the Start Menu.
Type in CMD into the “Search programs and files” field but do not hit enter. Doing this will change your start menu to show the program “cmd.exe.”
Right-click on “cmd.exe” and select “Run as Administrator.”
Type “netsh winsock show catalog >C:\LSP.txt” without the quotes. This will save a file to the root of your C drive called LSP.txt. Please attach that file to this ticket. (We would like this report even if the issue is resolved)
Once complete, type “netsh winsock reset” without the quotes. When the command is completed successfully, a confirmation appears, followed by a new command prompt line.
Once completed, please try running Guild Wars 2 again by “right-clicking” on “GW2.exe” and selecting “Run as Administrator.”

yeah im not sure what is going on.. it has to be an issue on their side. worked fine before, guess i have to wait and hopefully it gets fixed soon. pretty ludicrous though…

well i uninstalled the game thinking a fresh copy would solve the trick, but boy was i wrong. the gw2setup does not have any target lines when i right click. so i guess now my fight is just getting the game installed first.
i appreciate your help though.

I keep getting this error upon executing the launcher. I have submited a ticket, but the results have not worked. has anyone experienced this same problem but came up with a solution on how to solve this? it has happened to me in the past, but it eventually resolved itself which is a bit strange considering it just started happening again. i have already checked anti viruses, firewalls, and other shenanigans. any insight would be greatly appreciated.

thanks for all the insight you two, i greatly appreciate it. Im around 55 now, and noticed that berserker stats are the way to go. for me at least, the surviveability issue was just my gameplay and timid reactions. i tried the focus and it just didn’t feel right with me, so its definitely a personal preference for sure.

hey everyone, ive had the game for awhile but never really dove into the content much until recently. I just have a few questions that id like to get across to benefit myself and the fun factor. I have been looking in the forums and just couldnt really find any threads regarding some issues or just a plain downright answer.

right now im running a d/d elementalist and im still getting used to the PVE aspect and not so much PVP at the moment. My question is should i just go the standard power/ferocity or power/precision gear? or maybe add in some condition/toughness?
ive noticed the monsters getting pretty tough as i gain levels and ascend into the harder maps.

another question i have been conjuring is what would actually benefit me more in PVE , should i stick with the d/d or maybe switch to a d/f style? or would that decline my output drastically? i know their is alot more weapon sets to choose from but im pretty fond of the dagger mainhand. Any insight would be greatly appreciated.
