Found them, just north of the Tarir West entrance up in the canopy.

I can’t find any information online or find anything in-game about the location of this, I seen a post on Reddit where someone said they found it from Quetzal near the West entrance to Tarir. Ive searched that area yet I haven’t seen any.

The item says. These feathers help the Tengu move silently through the jungle.

If I pre-order the game from Gamestop will I still get the perk of beta testing and what not, or will I have to purchase from GuildWars site for it?

so i had downloaded the patch today and when it finished i clicked play and the game started to load, then it just flashed a couple times and quit, there was no error msg it had just stopped. i have been able to play before patch. hope it gets fixed soon
