Went through a week of testing with NCsoft (NCsoft support was really great to me) and finally AlienWare (also great support). We discovered that one of my ATI-5970 GPUs was only running at PCI-E 2.0 x16@ 1 2.0 rather than PCI-E 2.0×16@ 16 2.0. Dell replaced the Graphics card and I am back on line, running 50 FPS – finally.
I had the same symptoms as a lot of others here. Every other game ran fine except for GW2. Used the TechpowerUP GPU-Z application to finally see the problem. It worked for me. Good luck to all of you – I can relate to the frustration.

Been running fine for 9 months so I wonder why suddenly GW2 has FPS issues? System is clean as a whistle and all diags pass easily. Beginning to think it actually is a network issue with my setup.
I stopped trying to fix this any longer. I’ve done everything possible short of buying a new system and changing ISPs. Perhaps when they do a new build on Aug 6th things will get back to normal.
On to Bioshock Infinite and a revisit to GW1 (which runs just fine).
I dowloaded the HWMonitor and it looked like my CPUs were a bit hot. Opened it up and cleaned up the fans and the temp dropped. Here’s the CPU core temps with GW2 running

My Dell download manager indicated they were the latest. Also checked them with Steam and it also says they are the latest.
The video before it enters the area looks fine – once I enter an area – Cursed Shores, Labrynth cliffs – any place – the image just sort of stutters. Not sure what happened on Thursday, but it hasn’t been right since. Been doing dailies for the whole month until then.
The ISP offered to send in a tech to check everything out -at a cost of course – rather not do that and find out it’s just a game setting – or a game software problem.
Re-installed, ran – repair, deleted the local.dat – all suggestions of the forum. Maybe it will just heal itself – yes that could happen.
Started with low FPS on Thursday July 25th (running 5 FPS to 8FPS). Submitted a ticket and ran trace software as requested. They told me that I was losing packets and to contact my ISP. Ran Chat with ISP support where we reset the modem and checked everything – nothing was found. Connected direct to the Cable modem, bypassing my router and still low FPS. All drivers and system check out OK. Uninstalled and re-installed GW2 – no change
I can run GW1, Steam and all Steam games without issues (running Bioshock Infinite now). Rather frustrated because I have been playing since Dec with no major Issues. Don’t see a solution anywhere. I think my GW2 days may be over for a while
