I’ve had the very same problem. I get awarded the dragonvine strap for “Hearts and Minds”, but it doesn’t count towards the backpack. Tried several times on different chars.
I already filed a ticket, but got the answer that I should file an ingame bug report. Which I had already done, so it seems no one even looks at these.
