If i remember correctly these are the steps (i did for my dawn):
1. Get on the character that has the legendary
2. Buy a white lvl 80 weapon of the same type (for ex for dawn u buy a white greatsword from the vendor)
3. Combine them using fine transmutation stone. Select the looks from the white item and the rest of the stats from the legendary. Now your item will be account bound instead of soulbound
4. Move it into the bank and change your toon to the character u want to transfer it
5. Use the item i linked above and u should be able to split it into the legendary item u already had + a white item u bought. After this u can re-soulbound it on your new character by equiping it.I am sure there are some youtube videos on it also. Check them out to be sure. For me it worked and moved it from war to guard
Word of caution: I did this in the very first day that new item i linked was released. I do not know if it was changed after that.

Just want to be sure I am not going to end up destroying a legendary trying this.
Probably wont try it until the nurf actually happens in hopes that they will dial back that 30-35% dmg reduction on CC skills.
I have done this recently (Two weeks)
I used the exact same methods mentioned above on my Juggernaut to transfer it from my Gaurdian to my Warrior. It works perfectly and there is no risk as long as you have a splitter.
It becomes account-bound, but not un-soulbound entirely.
