I have a level 20 Mesmer with all condition armor and mods. I have it capped at 1838 damage for confusing images. I jumped up about 60 condition damage and none of my condition damage skills increased. Is this a bug or is there a cap for lower level?

I have all rare zerk armor and ruby orbs as well as major rune of the fighter attached. with the eagle on others. How are you all hitting these massive numbers? i seem to get 2-4k hits

Has anyone parsed or compared stacking condition damage compared to stacking critical? If so what were the average numbers you found?
