Depending on how much time you’re investing, it might not hurt to create a rate based on the time you’re putting in.

A little belated, but as promised, I’d like to make a request for a colored upperleg shot, + backgound for the following character:
Minaus Eilus
Character Info:
Minaus holds a relatively calm demeanor in almost all that she does. At a glance, she acts the role of a humble aristocrat, but such beliefs plays right into her ruse. Minaus takes great pride in the role of a prankster, enacting schemes ranging from petty to masterminded. Notably, devious to a fault. While she doesn’t actively pursue conflict, she takes great satisfaction in exacting almost immediate revenge against anyone who would wrong her, and does so in the most explosive of ways.
Scene:
Along a snow covered mountain, with the drifting snowflakes and mountain range in the distance illuminating the rich blue atmosphere with the soft glow of a full moon.
My apologies for the clash of the character’s described personality and the set scene. It’s a bit more of a serene atmosphere, so I see her soaking up the peace and quiet of nature. But, I welcome you to interpret and modify that as much as you see fit. I’ll be glad to supply any extra info as necessary.

It’s a wee bit hard to see from the screenshots, but her eyes are a deep green, akin to an evergreen color.
As for the armor, I’d appreciate if you could use the pieces in the second reference. The armor is the Wolf Armor for the chest and legs, and the boots are the Divinity Council Boots.
If you need any more information, I’d be glad to provide more. Otherwise, I offer complete artistic license.

Taelus, Image 2
Taelus is a demon, owing her lineage to a draconic race. She’s a character with an abundant optimistic naïveté, driven by bold confidence and an insatiable curiosity. Though Taelus appears younger than her given age, her behavior often leads her to be treated more akin to a younger sister than peer. She often takes to a powerful sense of wanderlust, exploring new branches of the world, but always returns to her native city in the end.
Appearance:
Taelus has a dark complexion, somewhere crossed between a charcoal and rich mocha. Taelus’s hair extends just shy of hip level, and gradiates from a base tone of silver into a faint lime hue. Her eyes and markings glow a cyan/lime green in dim light. Taelus’s arms, legs, and tail are plated in a tough, yet malleable metal. Taelus typically wears light clothing, reflecting a more traditional style of her home, and decorates her horns accordingly with small trinkets.
I welcome complete artistic liberty in any design choices or questions you may have, but I’ll be glad to supply any additional information if necessary, so don’t hesitate to ask.

I’ve been watching for an answer on this topic since early GW1. There’s been no official statement or posting regarding art commissions, and there’s essentially been a hands off approach. Somewhat recently, guru admins inquired about the topic and found the greatest concern about it was the possibility of scamming, so Guru shut down commissions.
My understanding is there will not be an official statement either way, so as to allow the community to produce fanworks, but also stand behind their EULA should there be those who abuse this for less favorable intentions.
Though, make of that what you will.

The long and short of the discussions on Guru regarding this have essentially said that, while previously untouched in GW1, there is a fear of scamming involved with commissions and a concern for banning those
At the same time, there has yet to be official ANet commentary on the subject.

Damage done = (weapon damage) * Power * (skill-specific coefficient) / (target’s Armor)
As per this page, yeah, just a bit of an impairment. A bit of quick searching suggests that would make their damage output weaker by ~1/3 with respect to weapon damage alone. That’s fine and well if his group is informed and ok with that, but he does himself no favors.
It’d be nothing less than a shame to not finish this piece. Do keep us posted.
