With a drop rate like that you have to wonder what the point of creating a dozen or so new skins was — the only thing most players are going to wind up with is buyers remorse.
The goal for ArenaNet is to make money, yes, but I believe that gating new skins behind paid RNG is forsaking long term profits for short term profits.
Your average player is risk averse, and sooner or later they’ll learn to stop buying chests; additionally, paid RNG may even drive customers away from Guildwars towards another game (and there are several major competitors on the horizon). There is also the entire ethical dilemma that ArenaNet’s target market here are individual’s without impulse control or prone to gambling — it really doesn’t paint the company in a positive light.
And @Max: there are alternatives outside of boycotting the boxes, chiefly complaining here and on social media. Just as ArenaNet’s job is to maximize profits it’s our job to maximize our consumer surplus — if enough individuals complain on e.g. twitter, ArenaNet might move away from paid RNG.
