My job specializes in building gaming PCs. i would give a big explanation but it comes down to this. Processor about an i5 will be fine so would an amd FX cpu. The cpu will make next to no difference having an i7 over and i5 dont waste the money put that towards your gpu.
Id recomend
I5 6400/6500 or AMD FX
Nvidia GTX 960 or AMD R9 370
16GB ram
Any SSD or HDD
750W psu
Remember you can always OC

I actually love playing as a ranger. Its really fun and im near unkillable in PvE
Rangers do massive damage when you consider your pet is also a weapon and counts as an extention of yourself. So for example i hit for 1k and my pet hits for 1.2k every hit i do 2.3k. Pets can also revive you and always gain agro from NPCs buying me time to trap, heal and escape. As long as im alive the pet will continue to be a target. I can also heal myself and the pet.
The pet aslo has MUCH more health than i do. Ive seen bears go toe to toe with warriors in PVP and stall for ages. (Didnt win but seemed to be a huge pain in the warriors kitten
In pvp players focus on me and not the pet so i manage the pet for taking out clones and engineers abilities while i constantly keep them busy. I am quick enough to kite soldier based classes and tougher enough to take hits from a thief in 1v1.5
I most of my skills heal me and evades.

Overall the ranger ia the most versatile class and has the most flexibility. Sure it doesnt excel at any one task bit it does many tasks well
