Competitive gameplay if CPU limits game performance?

Firstly, on all other counts I love this game.
Having read the FPS performance threads I then tested my setup using ‘Process Explorer’. Getting an abismal 2 to 3 FPS in WvW battles – my GPU is running at about 15% with graphics settings on low whilst one CPU core is maxed at 100% and the others floating around 40%.
For an i5 760 @ 4.02 Ghz with an Nvidia 470 to be so far off playable it does beg the question of whether competative gameplay can exist in this game. Surely decent FPS is a mandatory requirement for PvP gameplay to be better than that of the games that came before it? I stuggle with the idea that winners and losers of PvP is not about player talent but about who has the best hardware! Thoughts?
GW2 is a great game and I really hope it gets optimised soon…is there any news on when?
