Chris I thought I’d throw this suggestion out there, although I dont know how feasible it is.
Rather than taking away rewards specific to people who bugged HoM, take the rewards away from everyone, similar to what you did for the WvW tourney tickets. This way everyone will lose all their gw1 skins, titles, minis, and achievements. Revert all armor and weapons skinned with legacy skins to their newbie skins.
When people login next time, they can reclaim their rewards in HoM, and re-set their titles, skins, etc.
I don’t know how to deal with the issue of reclaiming achievement rewards though, maybe you have a system in place that prevents doubling of achievement chest.
