The same thing happened to me today, twice. It’s definitely related to transformations.
I was exploring Caledon Forest on my Engineer, and it happened while doing “Help Elain clear the spider cave” and Disrupt the Nightmare Court at Briarthorn Den" hearts, both of which require some kind of transformation. The soultion is simple (for an Engineer) – I just had to click on the skills and the kit would pop out, and as soon as I did that the little arrows appeared and the utility skills could be changed. As I said, it’s simple for an Engineer since kits have no cooldowns, but I can only imagine how annoying it is for other classes with long CD utility skills…
