Either Jungle Stalker, or Red Moa. The Jungle Stalker has Mighty Roar and the Moa has Furious Screech, each is awesome for enhancing your total bleed output.
Now for skills, Sharpening Stone, and Quickening Zephyr are amazing with the short bow, as for your epic go with Rampage As One. You will have one skill slot to use as you wish I personally use Lightning Reflexes.
The weapon you will use is obviously the short bow.
