Guild Wars 2

I’ve been trying to find a crystalline ore merchant in Dragon’s Stand so I can try to complete the collections needed for Horologicus but the only merchant I can find is the merchant in the Pact camp and he only sells machetes so are the merchants who sell the inscription and weapons only available after the meta event is complete?
