I have had this problem with personal story missions bugging with other races as well as this one. One of my biggest worries for the game and community is that new players that are coming in from seeing heart of thorns will be infuriated and probably quit. Stuff like story is a really important part of immersion and it restricts people wanting to play if they hear there is bugs this early in the game and not adressed, at least with a statement from the devs or any other arena net rep.
