I seem to have a similar problem. I was able to log into Guild Wars just 2 hours ago, before the patch. When started the game just now, it would download part of the patch and give me the launch error. Wouldn’t show me the login screen.
Windows 10 update tells me it checked for any possible updates today, at 10:44AM, but the last update in the history was on 1/28.
Update: I use Windows 10 64-bit, so I have run the GW2 64-bit client. I tested updating the 32-bit client, and managed to update and login to the game. Possible that it may be the 64 client?

So I have a friend who has a NA account of GW2, but will be oversea in Europe for a couple of months, and is considering to purchase Heart of Thorns – upgrading her GW2 account. Will their account remain in the NA region if they purchase a digital copy, when in Europe? I’m guess that if they were to purchase a physical copy over there, that they may not be able to use that EU cd-key on a NA account.
Otherwise they may have to wait til they return to NA to purchase a physical copy.
I noticed that after the update, that inside the guild window got smaller to only about an inch and the Stand Down button is midway rather than on the bottom like it use to be. The notes do not mention such a change, so I presume it was unintentional.
Another thing is when you select “What is a Guild?”. The description text goes completely out of the window and off to the other end of the screen and beyond.
Sometimes when an Event gets completed, the scroll-bar on the right side of the guild window disappears and and shows all my guild members names (I have only 4 members in my guild, I have not seen the result of more members in a guild from this) retained in the 1inch space. The Stand Down button still remains in the middle as well.
