Gpu:Nvidia Gtx 980

So autodetect runs everything at basically max besides character limit.
Running through black citadel with basically nobody in site but im dropping to 30-40 fps constantly, i have tried all these “tweaks” but nothing seems to make a difference.
Help?!?!?!
