Guild Wars 2

I have logged out entirely, and back in, several times, fast traveled to major hubs, etc, still unable to swap. Maybe you are now unable to possess these utility skills until level 20? A lot has changed last time I played basic weapon skills weren’t weapon locked, you just kept using them and a progress bar on the next one filled.

I’m level twelve. Spent almost all skill points I have so far acquired on various utility skills.
I am able to click the arrows both on the hotbar and in the skills menu, brings up skills, greyed out and colored, and upon clicking on the ones I have unlocked so far, it makes a clicking sound but nothing happens, the same skill is still there.

I came back from a long hiatus and now I am no longer able to switch between my unlocked utility skills. Either via the arrow on the hotbar nor the skills menu. It just makes a click sound like it made the change but nothing happens.

As far as heal skill, I don’t have any of those except the first one unlocked, but I would assume it would be the same case there.

It would be pretty nice if I could resolve this as I am an engineer now permanently stuck with a flamethrower in the utility slot.
