This will give shields a purpose instead of looking cool.
I thought this was the proposed goal of the game!
Seems like Shields are Imba if they can achieve this on their own and need a nerf.

If they want shields to matter in this game a % based damage reduction while wielding one would be the way to go.
Got a shield? Incoming damage is reduced by 10-15-20% – whichever value would be balanced i guess.
The shield docontain a small defense bonus (68 at L80 exotic).
Just below what you get from a light helm or shoulders at the same level at rarity…

Guardian’s Shield of Judgement is useful for protection.
Warrior’s stun is useful for stun.
But that is just it. Static shield, and shield stance isn’t really good.
Shield of Absorption stun break is there for the sake of consistency.

There are mobs out there that uses CC on the very first blow. Two or more mobs will make a chain of annoying CC.
Also, it frees up precious utilities.
