I like the ideas so far, but I want to ask one other question. How would you go about implementing these ideas? Not necessarily what is balanced, but what do you think would be fun and interesting?
Maybe less so a buff, but push the Mesmer more towards Lockdown based specs such as in GW1 with less reliance on clones/phantasm.

Outside of sPvP, EVERY RANGER BUILD. Inside sPvP…I dunno.
Condition Ele, I run it myself. It is a lot of fun but does have some serious weaknesses that require certain traits, sigils and gear to counter – such as our lack of conditions requires certain runes and sigils to be able to effectively cover the damaging conditions we have which other condition based classes have no fear about. Gear as well as we are forced into Toughness/Vitality to again counter the issues the class as a whole as this, this limits what gear stats we can go for as well. It could do with some tweaks and buffs to certain condition based traits as well.

Power Ranger is at the top of the list by a mile. Then FT Engis, Staff Eles, and MM Necros (I don’t sPvP, so I don’t really care how OP/unbalanced they are there).
I think a definite power plateau should be set, if warriors is where it is at, then so be it ( I personally think they are near OP, but that is ok). And ALL professions and build should be buffed to this level of power.
Raise bleed caps above 25 so my necromancer can do something other than autoattack things with a knife for max DPS in PvE.
