Tengu concept art
That concept art is (OLD!). I think its from way back when Anet was still making stuff for Guildwars 1.
Yes, Anet originally planned to have the Tengu as a playable race at launch, but that was dropped early in development.
Maybe they’ll put Tengu as a playable race much later.

Anyway, they wanted to make Utopia and was based on Native American/Aztec/Mayan cultures, but came out with Eye of the North instead.

I’d say it’s forgone conclusion that if Anet adds any race as playable, Tengu will be first, though I’ve been wrong before.
As mentioned, Tengu WERE a planned playable race in early alpha but were dropped. I don’t have the source for this handy but if memory serves it was more than here-say. There are a few Tengu designated areas (south of LA being one) and a few Tengu NPCs skattered around.
They seem more advanced than some of the other intelligent community races like the Skritt, the Hylek, the Quaggans, Ogres, Jotun and the Grawl (probably missed a few here).
They seem more in the ball park of the Kodan and the Largos which I think would also make fun playable races…eventually.

More than that, they are the only race with territory in which a capital city and area enough for a beginners maps exist. West of Lions-arch, south of Gareden and east of the Grove, the uncharted expanse is walled off as Tengu land. Whereas the Kodan have recently fled their homeland, and thus have no capital, no starting point. And Largos are presented in the main story as a mystery, outsiders that would have nothing to do with the land below, which wouldn’t make sense if you character was one.

That specific picture was guild wars 1 concept art. I do believe tengu will be the first playable race, for reasons others have already stated.
Yeah I’m pretty sure that’s GW1 Utopia concept art. There was a lot of bleed with Utopia into Eye of the North, especially the Tarnished Coast/Asuran/Aztec Themed areas which fits the theme of those tengu (it’s also where the tengu in EotN ended up). As much as I want to see tengu in GW2, this is old concept art.
While Tengu sure exists in Guild Wars 2 and is looked at as a playable race in the future of the community, that concept art is way old and goes back to original Guild Wars.
I’m surprised that this is the only forum topic about Tengu under the Four Winds section. I mean, come on…. Four winds (which happen to be the tengu houses), bazaar with yet never before seen goods (they have dozens of trading goods in DoW hidden from us) … why wasn’t there a single mention of Tengu yet or at least some guessing topics??

That concept art was released in 2011. EotN was released in 2007 and Utopia was cancelled long before that. You can see the same “painted” style that most pieces of GW2 concept art have. The stature of tengu in GW2 was changed to be slimmer and more hunched over in later development.
