it should go just above the “account bound” / “soulbound” / “soulbound on use” / etc. notice. just under “unique”.
in practice, I bet most people wouldn’t pay attention to it, but at least it would be a decisive “no this can not be salvaged” instead of you having to find out the hard way. But at least it would be a warning that gets ignored (just like ‘unique’) instead of no warning at all. So adding the text would at the least shift the blame for using such items from Anet to the player.

currently, 132 badges = ~40s and 198 badges = ~60s
the 1g by itself would nullify any ecto profit. loss of profit from badges is just icing. Do they even come with sockets? It looks like they don’t, based on the wiki.
I think they are more worried about the karma merchants, though they needn’t be:
42,000 karma for 0.8 superior runes of melandru + 1.25 ecto. doesn’t sound too bad? think again:
through other methods, you are able to get about 5-50s/1000 karma = 2g-21g (salvaging bloodtide armor thrown into the forge gives 8s/1000 karma, beaded weapons give 20-40s). runes of melandru are currently 7g, but I guarantee they would drop to 1g within 2 seconds of this hypothetical update, which would make salvaging these armors one of the worst exchange rates.

Yes, this is something that has been desperately needed in the game for a long time, but I doubt it’ll come in any time soon, if at all. If something is non-salvageable, it should specifically inform you as to this state as it may affect your purchasing decisions (i.e. buying equipment with WvW tokens).
In fact, I’m surprised it was never rolled in with the NPE as this is actual a valuable and curiously absent feature. Experienced players are more likely to know what is and isn’t salvageable (partly due to experiences of being screwed over), but new players will have no real idea until it bites them in the butt.
The place where this affects me is when I want to quickly salvage to finish off a daily. Often there are cheap white armors and weapons, but it’s a bit of a lottery to find the ones that are salvageable. Now that there’s a salvage tab in the TP I tend to just go for leather bits instead rather than cycling through a lot of TP purchases for useful armor/weapons for the purpose.
A symbol in the tooltip or even a whole word salvageable/unsalvageable would help muchly.
