Yes, this event is for all levels Head on over to Lion’s Arch and check out the activities or hit up some of the lower level areas and take on some Holographic Dragon Minions!
It may be worth pointing out that all levels can’t perhaps reasonably afford the 50 Silver cost that’s been slapped on bets for the Moa Racing activity. That part of the event seems a bit more tailored to the rich/higher levels.

How it supposed to be event for all levels with Moa Racing bid 50s ? I get my first gold at lvl 20-40, not on 1…
Sell all your stuff and bet it. This might sound irrational and stupid, but trust me, you have that look of luck about you! Not that I can see you through the screen. Or that I’ve actually sold all my stuff to gamble with… But y’know, I feel like I know this stuff, even if I have no experience. I’m probably a genius or something. So trust the voice of a genius and do it!

That’s a very good point that people tend to forget. After the first level 80 you can always send some pocket money to your alts, but new players don’t have that sort of bank account.
I know 1 gold was a LOT of money for me for a long time.

Its not for all levels. you’ll spend a fortune just chasign the holograms on waypoints.
Moa racing is pretty boring anyway. You place a bet, wait, get a randomly generated result, place a bet again, wait again….and so on.
All you get from it is money or the mini, and you can buy the mini on the trading post. New accounts won’t be able to afford it that way either, but it does mean it will be available after the event has ended.

And does the wing drop for any levels, or its just for 40+?
As far as I know wings drop for all levels. They definitely drop from enemies of any level, I’ve even heard of people getting them from yellow (non-agressive) enemies right in the starting zones.
