Aetherblades spawning at the dragon holograms
The spawns are set when the projector reeactivates if nothing spawns when you run by it never will. That why you see so many active now people run by see no spawn then keep going leaving it as is. Until its been used and reset it will not spawn aether. They also only have a fifty fifty chance of being trapped.
If they don’t spawn when you run by them then they never will until you reset the node by spawning the holos. However people don’t want to do that so they just run to all of them and spawn the pirates until every node is set to holos so you will never get pirates until you activate all the nodes again.
That would explain why I haven’t found any. I was in Maguuma clearing holos and after about the 7th projector, I gave up on trying to find the pirates since only the holos spawned.
There’s also a bug that allows for the fourth Aetherblade spawned (the veteran that disables the holo node and disappears) to be interrupted. If that happens, then the holo gets permanently glitched – it is active, but spawns no aethers nor can be activaded for standard holo enemies.

I think this is the real culprit to why its so hard to find them sometimes.
Note: If you can click on the Holo, it’ll spawn Holographic mobs. If you can’t click on it, it’ll spawn Aetherblades.
They need to fix this. At least a quarter of all the holograms in any map are bugged and will not spawn anything.
The only one I’ve seen bugged on Desolation is the one near one of the outposts in Caledon Forest (Falias Thorpe I think). I didn’t realise that’s what happened to it though, just that you couldn’t activate it and no Aetherblades appeared either.
If you want to farm them your best bet is probably to activate any holograms you can and kill the spawns because as other people said the Aetherblades won’t come back until the holo resets (and even then it’s a 50% chance). Treat it like farming the holograms for that achievement – run around as many as you can find and after about 5 or 6 minutes head back to the first one ready for it to reset.

But that can’t be the entire story.
Some active projectors spawn Aetherblades ON INTERACT (instead of holos), then the projector vanishes from the map. Others don’t.
Some inactive projectors spawn Aetherblades on running past them, and remain on the map. Others don’t.
Before Sky Pirates, if the projector was inactive, it was gone (save for the base). Now we have three states of projectors: down (just the base), up but inactive, and up and active. I have not yet found a pattern for this that makes sense.
In some locations, there is an active and an inactive projector right next to each other, only a few feet away, so ANet must have added new projectors to the map instead of just using updated versions of the old ones. Maybe that’s how the behaviour is so inconsistent.

You have in fact 4 states : you have to separate “up, actively active” (spawn holo on interract), and “up, passively active” (spawn aetherblade on closing in, no interraction possible with the holo).
The “Up inactive” state is the bugged state mentionned before. The aetherblade that should have put the holo in down state was interrupted.
So no interraction possible (because the holo is set to “aetherblade”, wich is an unterractable state) , no spawn happen (because it already did happen), and the reset event of the holo was stopped.
