I doubt we will see them anytime soon, their lore was closely tied to the human gods and they seem to be MIA in the current game history.
gw2 is all about festivals and happy carrots, not gods and underworlds.
I miss FoW/UW! I wish they would bring them back! I doubt it would be anytime soon but it would be nice to see those return

Here’s my opinion about others who say no in the sense that it was related to the Human Gods.
You are correct, 250 years ago.
Keep in mind that dhuum was imprisoned there. He was in a dorman state in the time of Guild Wars 1, but broke came out of the dormant state and broke his bounds. As players, you could defeat dhuum, but he was only put back in his bound state and thus he should still be dormant in the Underworld.
Underworld should still be around in Guild Wars 2 Tyria, unless a lore developer states otherwise.
In regards to Fissure of Woe, in the time of Guild Wars 1 Tyria, Menzies the Mad was fighting his brother to gain control of the “Realm of War” aka FoW. We do not know what happened to Menzies and whether or not he still roams FoW.
There is still plenty of Lore to be discovered in regards to these two areas and I believe both are still relevant to Tyria.

It is around. Portals to the Underworld keep opening in the Godslost swamp in Queensdale (as well as in few other places), and shades, aataxes and Shadow Behemoth can occasionally come through. Theoretically, if the beings of the Underworld can come through portals to Tyria, travel in the opposite direction should also be possible.

yes yes yes i want to kill aataxes and hopefully they deal as much damage as they do in gw1 if uw is added one day
actually i’d see this not so much a dungeon as it would be basically an end-game playground for people, non instanced. basically that every enemy is minimum veteran and there are chances they drop tokens of some kind that can be exchanged for (say) ascended materials or weapons and of course have unusual enemy tactics. like a smaller weaker enemy that’s valuable for drops on killing it, is used to kite players to larger and far more dangerous monsters. stuff like this.
