Simply remove the waypoint cost to travel to your home city. This will make much more players to hand out there instead of LA.

Maybe not much to hang out, but surely alot of people will stop there to do their stuff instead of LA.

Waypoint costs scale up with you and are hardly bankbreaking.
I only use LA because of the mystic toilet – Rata Sum is laid out better – Hoelbrak’s just too big for it’s own good…

Hoelbrak and Divinity’s Reach are always populated on Piken Square. Probably down to the roleplayers actually using these cities for roleplaying purposes, rather than because there’s any particular need to visit them though.

What’s really needed are activities and minigames to keep people coming back.

Add Mystic forges to racial cities and the population will rise.
That’s the only thing that keeps me in LA.

I’m using Rata Sum as my home base as the bank, guild bank, trading post, repairs and normal bank are all very close to each other. I happen to run back and forth between bank(s) and TP a lot when organising my inventories.
Also, the laurel vendor is right next to a waypoint.

I only go to LA for my daily activity, the mystic forge (which I only use for dailies), to access fractals (and I think that portal should probably be in Rata Sum…), and in the rare case I am looking for a specific banner.

On topic, though – How to populate racial capitals:

• either give all amenities to all capitals,
• or give each city one special thing; i.e. the MF is in LA, fractals portal in Rata Sum, activity NPC in Hoelbrak, etc.
• Main City Minigames
• City Jumping Puzzles

Link all chat channels between capitals!

I use either divinity or rata sum as my home bases mostly because LA is so laggy with so many people (also I find the other cities more visually appealing.) Wish their were separate gates in spvp to allow going to different cities directly instead of having to go to LA gate hub. When they ever implement housing, would be awesome to have a home teleport to whichever city you’ve decided to live in.

I love the crafting areas in the sylvari and human cities. I think each race should have a free call or waypoint to their home city.
