Thanks for the 40% off/friend but Upgrades
I’ve had this problem as well, and this is made more frustrating because the two retailers for Gem Cards in Canada (EB Games and Best Buy) refuse to keep the things stocked because they never sell them, or at least the ones in my area. So I have no means of giving my friends upgrades or buying them Gems for Christmas.
Well, there goes my plan for christmas presents out of the window…

Glad to see I’m not the only one wanting those, I don’t understand why they aren’t giftable in the first place :/
The issue is most likely that the upgrades are finite.
So there is always a risk that the person you would gift it to already have stuff maxed out, thus making the upgrade completely useless.

True, but what if they made it so the person could regift the upgrade. For example what if I already had my 64 characters slots and someone gave me a character slot. Since I already have all of mine I can regift it back to the person or to someone else. The regifting option would only show up if the person has max in order to avoid exploits of the sale.
The issue is that they are account-bound on aquire, and what if the gifter also have it maxed out after he/she/it bought it for 40% off?

Maybe I wasn’t clear on my idea I’ll try again.
The item will remain account-bound on acquire. Except when you already have it maxed out the mail/message will instead say “XXX sent you _ you already have the max allowed upgrades for this item would you like to gift it to another?” You could choose yes or no.
If you say yes it will pop up the normal gift menu, except you don’t need to purchase it since you have it.
If you said no a message/mail will be sent back to the original sender saying "YYY already has the max upgrade for _. Would you like to gift to someone else? Again it would pop up normal gift menu.
Worst comes worse all your friends already have that said item so gift it to a random person. Or Anet can simply prevent gifting upgrades to those that have it maxed, I doubt that would be to hard to filter for.
