Why isn't Caromi playable?
The reason why Caromi is not playable is because Anet simply doesn’t want to make them playable.
4x Necromancer, 3x Mesmer, 4x Guardian, 4x Thief, 4 Revenant
It’s not that they don’t want to make them playable.
The real reason is probably a little more complicated then that. Currently, the game has not returned to Cantha and we don’t know if they will or not yet. The Caromi are native cousins of the Tengu, and are a Canthan race by origin. Non-human species were forced out of Cantha some time after the events in GW1 and scattered all over the place. There aren’t many Tengu in Kryta or any other part of Tyria they’re relatively uncommon to find and the same goes for Caromi. Chances are if ArenaNet moves forward in opening Cantha in the game, the most likely playable race to be added would be the Tengu or Caromi.
You can find the discussion about adding Cantha to the game in the general section and a developer has even taken part in the discussion, so your best bet would be to join in the conversation and show interest in the return to Cantha!
Thanks for the link Shanna, I’m a new fan of the Guild Wars series so I’m not too knowledgeable on the lore, Thanks for the insight, I’ll definitely have to stop by the thread!
For the record Caromi is the tribe Tengu is the race . Avicara would be another example of a Tengu tribe but they were in the Shiverpeaks .

I read somewhere that the Tengu were a strong candidate for being a playable race when the game was designed. So maybe we’ll get to play one at some point. hopefully.
