WvW needs a cap on the number of players.
That’ll leave people out.
I would, instead, limit how many people can attack a single structure.
If you enter an event that has already enough people from your side, you get an effect that makes you look ‘ghostly’ and disables both doing and taking damage, as if you were not there.
That and having some kind of international world that one can join, then volunteer as a mercenary for underdog worlds.
I’m not sure what the mercenary part you are suggesting means, but I like your “ghosting” idea a lot. It would certainly balance the main WvW battles for structures. In addition, it would be great for players who just want to zerg and mob around without affecting the balance of the controlled territorys.
I do wonder, however, what if the overpopulated world just creates a perimeter around a structure and prevents other lower populated world players from entering the battle zone?

Basically your idea is way too easily abused. Best way to defend your home borderlands is to have 0 people on it, then no one else can get on it either.

Well there’s an easy fix there. Make a minimum. Besides I dont know how you would tell everyone in the world to not play WvW. I understand if you think the topic is bashed or needs to be searched before a new topic is posted. I’ll admit I didn’t look through all 600 pages to find the same idea or search it rather. I did assume, however, that if any idea is worth looking at it will be on the first few pages because it is an interesting topic/suggestion and has plenty of views and replies.
WvW absolutely needs the exact opposite. I really would like to see 1000 people on a WvW map if possible.
The problem we are seeing is that their is a lack of incentive to do certain behaviors like escort dolyaks, cap quaggins, etc, etc.
Add on top of that, it’s difficult to get badges from not running with the zerg is a problem. If you hate being outnumber, pay some gems and move to a higher server pop.

the bottom line is simple, if annoying:
IF your server will not get people in to wvw, because they just don’t care, THEN you have the option to continue to slog it out there OR go to a server that does participate.
when you begin limiting the number of players who can play to match the lowest common denominator? pft. trouble. trust me.
