Dungeon runs account or character based?

Is the 60 tokens on the first run of the day based on account or character? I have a few alts I would like to level, and I would like to do it through dungeons. Any answers are much appreciated!

Sorry if there is already a post of this nature, I looked through the forums and didn’t find anything,mostly people complaining about DR or difficulty.
