Idea - Claw island survival raid?
i dont think reward in time will be good, but can be based in:
-mod killed
-boss killed
-wave completed

I like the idea too, especially the use of the siege there. Not sure the siege would work well with rewarding those who survive, since siege users would be fairly exposed, but in principle I like the idea.
Claw Island is a nice pick as well as it is well set up for this kind of fight. I’m not sure it would fit for most of the Dragons though, but perhaps when the DSD enters the fray, it would become more appropriate.
Something like mercenaries from resident evil would be so good
IMO Claw Island would be a cool fractal. Fits into Fractal lore really easy. Dunno about a raid though.
It would be cool to have a “never-ending battle” type zone. Maybe even so simple as having waves of enemies repeat after 3-5 waves, and giving them a flat 5% increase to all stats until players simply cant win, then rewards based on how far you get

I’m not convinced that a survival raid fighting neverending waves of stuff is a good idea. However, some ideas in the OP, like “each LIVING player in the group get a reward”, definitely aren’t.

While I like the idea of the never ending fighting and rewarding based on progress (have done similar in other games like wizards 101), but if it were me I’d make it a separate game mode. not a raid or a fractal.
Also while I’m in favor of the cant respawn aspect, it wouldn’t be fair to reward only those that were still alive at the end. Naturally you would want as many alive for as long as possible to make the encounter easier and thus get to later phases. If someone were to die early on (for example on purpose to leech loot), they’d only hinder the other 4-9 (depending on a 5 or 10 person group) players and get kicked as a result.
That’s not to say that the damage scaling or even enemy abilities couldn’t reflect those in fractals. Just for example first wave has abilities of fractal 1 mobs, wave 2 from fractal 2 etc at one minute intervals on top of the damage/mob level scaling.
I suppose it would look something like
wave 1 – all normal mobs
wave 2 – all normal but 1 veteran
————- keep adding a veteran until they all are..
add an elite to the veteran group
————- keep substituting elites for veterans until all are elites.
————- same procedure for champions replacing elites, and then legendaries.. etc.
Just throwing out ideas here.
