Because WvW, PvP, raids and fractals are not expansion content anymore. They have their own release cycle and get release when they are ready. Raids got promoted for HoT because they were new, that is not the case anymore.

But most players who do not browse the forums nor watch streams do not know that, and new players who might be interested in Path of Fire do not know that either. Just like there were many that bought Heart of Thorns because they announced raids, there should be many who would buy Path of Fire for the same reason. There is even a thread asking if there will be Raids in Path of Fire. I’m just saying there is a potential loss in revenue here.
They got careful after the kittenstorm from HoT. Everything that is not available at release day of PoF didn’t get promoted.

Honestly, a simple: “Purchasing Path of Fire gives access to Path of Fire Raids and Living World Season 4” would be enough for me.

Would this not make people angry when Sep 22 comes and it’s not available from the get-go? I remember something similar happening to the legendary weapons we are only getting now. Of course it would be great to market that, but it’s simply not done yet, so they shouldn’t really promise even if it’s 100% coming.
People will buy PoF when LS4 is announced if they care about LS only. They’ll buy PoF when a new raid is announced if they care about raiding only. They’ll already have PoF if they care about the things the average player cares about: new content, gameplay systems, and elite specs. No revenue is being lost unless the expansion sucks so much that no one buys it, for any reason, after 9/22.

But yes people would probably be frustrated that there’s no day 1 raids.
That said it couldn’t hurt anet to reiterate that raids are on a separate release cadence and will come when ready and then specify if the new raids are PoF exclusive or open to those with HoT.
Separately released should mean separately marketed.
Considering they dont like to talk about what may come and only about what they release, seems to fall in line with that perfectly.

Who can blame them for downplaying the addition of further raids with quite a few players on a literal crusade to fight anything having to do with raids in this game. Always ready to voice their opinion about how raids destroyed the game and will someday end all life on the planet.
On a serious note, the majority of raiders will already be forced to buy the expansion for the new elite specs alone. ArenaNet seems to focus on the shiny new things like mounts. They also never said there won’t be new raids to begin with.

Raiders will buy the expansion to play the expansion Raids, I’m not sure if the new elite specs will replace the old builds though. Time will tell
Don’t forget the huge majority of raiders is playing the other parts of the game as well and therefore will buy or already have bought PoF.
Even people in speed clear and seller guilds are regularly playing HoT + Tyria maps.
(I know it is surprising for the anti-raid crowd but yes, they do. ^^)

You cant min max or experiment as much with only half the elite specs. While not that important for raids on its own, it does bring alot of new things to the table that as a serious raider you cant just ignore.
New specs can only replace the old if there are more experienced raiders actually trying to use them. The rest of the raiders will just sheepily follow the new meta.
Ofcourse, it’s already a limited view that raiders buy the expansion for raid content pvpers for elite specs etc. I dont believe there are that many players who only do one thing in the game.

No question about that, but I am sure that by simply mentioning on these forums that there will be raids in PoF, got mentioned on all the raid guild forums, reddit, as well talked about over TS or whatever other voice chat program is used during raid runs, to which very quickly anyone even remotely involved in raids would be kept in the loop.
As such, Anet does not need to devote money or time into telling them, when they will gladly tell each other, and even do so cross platform.

In every game that has raids said raids arent available until after a week weeks of month+ if thats the reason anet is t saying anything then thats a stupid reason.
Its oerfectly uderstandable to not get a raid on release.

An entire 1 wing is probably coming probably this year and may or may not require PoF. Current “release schedule” of 1-2 instances/year will probably continue. Get hyped.
So many people have given Anet kitten for not releasing raids, the rest of the legendaries, and so on immediately when HoT launched. I doubt they’ll announce something like that and especially something that was going to be released regardless of there being an expansion or not.

Anet is promised sales to all the Raiders.
For various reasons, IE: if the elite spec becomes meta (and there is a very good chance they will), then all the raiders will buy the X-pac to stay competitive.
Not to mention that any future raids will require the X-pac, as such, not buying the expansion is not option for anyone serious about raiding.
So at this point, it is not a question of IF raiders will buy the Expansion, but when and how much they will end up paying for it.

An expansion releasing without a single dungeon, fractal or raid is at the very least extremely odd in the MMO market and does not lend itself well to advertisement to the outside world.
“Letting the content speak for itself” is a gamble they’re taking by having almost no marketing or hype building. Releasing the expansion with only content for a single group of players is another. We’ll see if it works out for them. Personally I prefer it much more when they actually talk about stuff.
Whether or not raiders will buy PoF will depend on if you actually need it for the next raid. It’s highly likely ofc, but no official word on it. E-specs are kind of a terrible argument, only for a few classes they’re useful and they’re by no means a direct upgrade over HoT specs. As it’s looking now, a lot of players will stay completely competitive with HoT specs.

Because raids are what people expect to be a main point of expacs in those games, and because raid cadence is tied to those expacs. In GW2 neither is true. Here, raids not only will not sell an expac (raid community is not big enough), but can cause a negative reaction in non-raiders due to associations with HoT (and the reasons why HoT didn’t sell as good as Anet hoped).
In short, there’s no reason to advertise PoF raids to raiders, as any raider is going to buy that expac eventually, just to play the new wings (which are coming), or to use some of the new elite specs in old ones. There’s however a reason not to push raids in the face of the part of the community that dislikes them, as that may affect sales. In a bad way.
