Account Bound vs. Soulbound discussion
For the siege blueprints, I can answer your question. They’re soulbound because there’s some coding issues with making them account bound, or even unbound. It has something to do with the way they work and how they can be pikced up. Anet has no ETA on when they’ll be able to fix it, but if they could, the plans would be unbound.

There’s so much silly stuff in this game.
-Dyes are not bound, but when used only one character unlocks it. (Why make us get hundreds of dyes for each character instead of sharing them between all characters?)
This was due to some marketing thing. Apparently, during beta, dye use to be unlocked on every character, regardless of which one you learned it on. Someone at anet advised the marketing team that this’d be a bad way to earn money from the store, since dyes would all be learned quick, and (apparently) the economy too, a.k.a dyes’ed all be learned, and prices’d drop.
But the one thing I never got an answer for, but I’m pretty sure is the case is: when legendary weapons are crafted and soulbound on one character, can it be used on any OTHER character in that account if they have to proficiency, meaning is it an account-bound item, and therefore able to be used on other characters? As I said, I have a feeling that the answer for this is no, but since it most likely is, I have issues with this. I spend hours of my time—my high-end goal, to craft a weapon that is identical in stats to other exotic class weapons purely for looks.
I want this weapon, that I spent so long on, to be able to be used on other level 80 characters who can equip it, I mean—it’s only fair. It’s not like it’s giving unfair advantage either—since it’s essentially about aesthetics and hardly the stats as a weapon of the same class can be acquired fairly quickly an inexpensively.
I just find the idea of having to craft the exact same item again on another character if I wanted the same skin frankly ludicrous.
I gather the items required through my account—the ingredients are account-bound, why not the product itself.
