Guild Wars 2

Hi.

I try to transform 25 quartz crystals into one charged one daily, usually on WvW map.
But sometimes it does now allow me to transform them. In this case, I have to wait few days, then they allow me transform later. Place of power are all communed idk why it happens.

I really need to gather celestial gears but why it is happening?
