It’s simple. All condition duration count toward the cap except for weapons specific condition duration. So Lingering Curse and Chemical Rounds.
For now, it’s the only exception that I know of.
The 33% increase duration traits are to the skills itself, not condition duration. All of the ones that increase condition duration are only 20-25%.
There may be exceptions but this is the general rule.

So is there a cap on specific conditions like bleeding as well, or is bleeding capped at 100% on its own, which in total would give 200% additional duration for that specific condition?
Personally i believe this is why berserker gear is mainstream. Condition damage is much more complex to understand due to the caps and most people as well as i feel direct damage is more reliable. Even the wiki page (which i read through before posting) doesn’t answer all the questions regarding it
It is inconsistent and kind of on a case by case basis. For necromancers, for example, lingering curses is not limited by the cap, but hemophilia is.
