Yes Zhaitan would be have been better if it was open world based or anything beyond what was produced, but that ship has sailed now. It’s pretty much a guarantee we will never see content updates for Orr regardless of how good the idea may or may not be.

Zhaitan be ded mate, we wont ever see him around again, if at least a few centuries. The event you’re thinking of also exists in the game already. Lorewise, Tequatl the Sunless has grown in power since zhaitan’s defeat, and is the reason why the risen havent diminished in numbers or strength. It’s also why we beat them up at least 3 times a day.
Fight a zhaitan hologram for dragon bash. Only a little serious.

Not much of a secret, in various quotes and interviews with magazines Anet themselves said they would not be revamping Zhaitan a long time ago and revamping core area was not something they wanted to do, despite realising themselves they did not get ZHaitan right.
I am in favour of the OP’s suggestion, but in light of comments made by Anet themselves on multiple occasions, I do not see this situation changing.
Even if they hadn’t have commented over the years, if LS1 is something they have been unable to fit into their schedule, logic dicates a defeated boss of past content is highly unlikely to see light of day

In which case, it’s explained through lore. It’s Zhaitans’ energy still living in Tequatl.
To my knowledge, Tequatl was never explained. It was promised we would get one after S1 ended, but the “teq absorbed Zhaitans magic” theory was player created if I remember rightly.

There is no in-game explanation. All we know is that there is some lore explanation for Teq’s increase in power (stated by Anet) and that the increase in power happens after the personal story (and thus after Zhaitan’s death).
