Key Flaw in Dynamic Events (Community System)
I believe you are mistaken on a couple of points, at least. You can ping locations in two different ways. Rewards do not scale. Doing an event with 5 people will net the same rewards as doing it with 1 or 15. As long as each participant can achieve the required damage quota.
As for World Chat, I don’t really see that as feasible. If you could see chat from every map in the game, it would probably scroll by so fast you would not be able to read anything, anyway.
Once someone joins your group in the LFG, you can easily ping the location to them. As well as what to expect as a reward, if you know that information. If not, you can always use the in-game /wiki command. =)

I can’t say I’ve played any MMO that has had world chat outside of korean P2Ws that charge per broadcast. And I’ve played just about every MMO from EQ to GW2.
The new megaserver system will fix all these problems. Events will happen at set times each day and maps will be much fuller.
