It’s more about what we were promised. We were promised new legendaries and basically now it’s not going to happen. This is a TRUST issue and a LYING issue and a BUSINESS ETHICS issue.

You got three legendaries. Promise is done. More will be coming sooner or later.
Moaning and impatience of people like that made kill Trahearne or other characters that were important to some players.

Thank you for finding this. Remember that debacle where Anet tried to deny something they said by erasing it? Thanks for finding this. Screenshotted in case they just delete that page and tried to say HoT was completed and we got what we were promised/payed for.

It’s just bad business to promise something and not give it. That’s pretty much lying.

I’ve been a long time fan of Guild Wars in general. I’ve been playing Guild Wars 2 for three years now and not delivering upon the promised content that was supposed to be released in intervals with Heart of Thorns is undeniably very much full of bullkitten and irresponsibility. Players PAID for new legendary weapons as a selling point of Heart of Thorns and not delivering upon such is false advertisement as well just another lie that we’ve all been spoon fed by your company for a long time now involving this kitten expansion that the company took pre-orders for. Do the smart thing and take people off of the expansion 2 team to fix this one and deliver the content you promised us!

Hi all,

In the upcoming Spring 2016 Quarterly Update, we’ll launch the new legendary short bow, Chuka and Champawat. The team outdid themselves on this one. This new precursor journey takes you through a memorable experience inspired by a real-world story, and the bow you craft at the end is the perfect commemoration of that journey. I hope you all check it out.

Last year we talked about plans to gradually build out a second set of legendary weapons through live content updates. That’s a big responsibility. We have a team of six developers working on that, who could work on it for years to come.

As game director I have to make tough trade-offs. One thing I believe is that we have to focus on the core game first before taking on additional responsibilities. I wrote in the Guild Wars 2 Design Manifesto in 2010 that our vision was to create a living, dynamic world, where there’s always something to do. Let’s ensure we succeed on that front.

So, after shipping Chuka and Champawat, I’ve asked that we indefinitely suspend work on new legendary weapons. This team of developers will instead shift their efforts back to Living World style content, building new journeys and events for everyone to participate in.

I know this will be a controversial decision. I’ll hang out with you here on the forums for a little while today to discuss it. And I’m always available by email.

I commend you for coming out like this with the communication on the point and for taking the decision on itself, its a hard one and I have no doubht you though this true and come to the conclusion that this would be best.

I can somewhat see where it is coming from, lets be honest here the story in HoT was a bit underwhelming, that after a great lack of lore after LS2 and now again while we wait for LS3 to eventually come out. People have complained about it, I know I have, and it seems you wish to go out another direction and try to be more lore centered in the future. Hopefully this will also lead to faster LS releases both in high quantity and of high quality and that there is no 1 year + hiatus between meaningful lore.

That being said, this just pushes us again in an IMO huge issue that HOT is brought with it, namely that we are almost half a year later and things that should have been delivered with HoT are still not in game and more importantly you are indefinitely scrapping developement on one of the selling points. Obviously this is a huge problem for the players and rightfully so. What are the plans for the future? Will the next xpac (hopefully a lot less sloppy and a lot more finished/polished/complete than HoT, most importantly an xpac that is not rushed) be released before we have all the new legendaries? or will they be part of it? Like I said its a though choice to make and I have no doubt you have though it trough and think its necesary, BUT are there any ideas on the future plans or can we scrap this is a “HOT” feature and just wait for some more to be released with a next xpac even though they should have already been released?

Also i would like to thank you for this communication and transparancy, in the past Anet did a very poor job on it and it often seemed that Anet choose the much less appreciated method of lets just be silent about it and hope the community doesnt notice. Yes people will be kittened about it and will comment on it here, but I think many more players appreciate te openness shown here even if its negative news than the ’’secretive’’ behaviour from Anet in the past.

Right, I have a question that I’ve not seen answered yet : How, with what and when exactly do you plan to compensate customers for failing to deliver a feature advertised with the product you sold us? I paid a lot of money for an underwhelming expansion pack that was meant to include not four, but 16 new legendary weapons, and this feature played a substantial part in my decision to purchase.
Needless to say, the decision to simply scrap a feature, after delays, without anything satisfactory (e.g. of equal value and in a timely fashion) in return will destroy the last shred of confidence I had in your company after the disappointment that was HoT and its aftermath.

p.s. it goes without saying that ‘some LW, maybe, when it’s ready, possibly’ is not something that can be considered ‘adequate’ here.

Also, a decision to scrap the build process and release the new legendaries under the old system would have been infinitely more palatable. This however is not.

Ever notice that Anet’s attention to things is a lot like a 10yr old with ADD on speed?
How many times have they introduced amazing new ideas, only to never implement them again? How many times have they added content, with promises of “new direction”, only to drop it for the next new shiny?

They are a never ending stream of one hit wonders, which has resulted in a chaotic, half broken world full of players suspended half way between dedication and rage quitting.

Where are my gem sales? I want gem sales! Nerf EVERYTHING!

Hello Mike,

Thank you for the transparency and announcement. While this is very disappointing for me I appreciate that it was presented in such a manner and I would much rather have found out this way than have waited a year with still no weapons.

So in the manner of communication I am happy that you are informing us of the machinations behind closed doors. Please do not be discouraged by the negativity (and I can see that you aren’t), it is great for the players, community, and the life of the game that you are taking time to communicate little state of the game changes like this. So thank you.

However, that being said this is a very unfortunate piece of news. This feature was heavily marketed pre-HoT and now will not be delivered. I saw that you addressed that you do not feel HoT was partially delivered because the teams are working hard on delivering content continually. I get that. But this is still exciting content to me that was promised in the same breath as an expansion was sold and now we aren’t receiving it.

So what I say now is, I hope there is good news. LW S3 is not exciting to me and will have to be a large step up from HoT story (which I thought was wildly mediocre at the best of times) and an improvement from LW S2 (which at the throwback to GW1 moments.. Facets of Glint.. Ghostly Hero.. I truly enjoyed). I hope resources are allocated to new fun and engaging content, and I hope to hear something other than discontent and bad news soon.

Just think it’s very sad that so much dev time has gone into something with so little to show for it. Really do hope you don’t throw out new legendary weapons and find a more suitable approach to releasing them.
As 6 devs working for 6 months for 1 legendary is laughable.

They had Nevermore since December 2013. One of the Devs working on the Legendary Weapons said on an episode of GuildChat pre HoT that they had HOPE and Astralaria for about the same time. They’ve been working on that Shortbow for at least a year (HoT announced with new Legendary Weapons on the 25th of January 2015)

Thank you, Mike. I understand it’s hard to make unpopular decisions, and I really do appreciate this response. This goes a long way toward soothing my concerns, so thank you.

Shame to hear about the weapons, but I think a lot of people are overreacting. Indefinitely suspended is not always the same thing as cancelled…and I absolutely think there is a need to focus in on fixing the game when you have entire game modes in desperate need of some attention.

I didn’t think about this proposal originally, and tbh, I like it better. We just got the 1st expansion after three years, and you’ve got 70 developers working on the next one already. This was from your Reddit AMA you had earlier this month when Colin left, “We have about 120 devs working on the live game, 70 devs on Expac2, and 30 devs on core teams that support both.” Mike, you went onto explain further what ‘live game’ entailed. “For example on Live we have the PvP team, the WvW team, the Fractals team, the Raids team, the Living World team, the Legendaries team, and a couple others.” Why not take six, or however many you need, devs working on the next expansion, and have them work on the Living Story? The players are not expecting another expansion for some time, but new Legendaries and the next Living Story season, that needs to happen sooner than later.

New legendaries were supposed to come by the end of 2013. Then it was postponed till HoT.. they was postponed again in “regular” updates and now they getting scrapped.. Yeah gg wp, im leaving this game for good. And no, you cant have my stuff. I was already tired of this fail dlc called Heart of Ripoff and now this.. no words.

The precursor creation system is a complete waste of time and effort that serves no purpose.

I have to strongly disagree with that, the journeys lead you through content you may otherwise not have even thought to do and I’ve had a lot of fun doing them. Add to that certain elements of the new legendaries post journey had me more invested in learning the HoT metas than I otherwise would have been and although I couldnt see myself going through that 16 times it was pretty fun the first time.

In regards to the topic I have to say I am both relieved and disappointed at the same time; it would have been really nice to see what other legendarys you guys came up with and I would have at least enjoyed doing the journeys for them but at the same time it feels like it has been too long since regular players have seen any actual story progression and I am excited to see that.

I just hope the gen 2 legendaries dont end up like SaB in a perpetual state of maybe

I actually would have come back for new legendaries. I was just recovering from the last 2.5 I grinded – as that was all that I felt there was to do in game (personally). Now? nah.

While it’s sad to see almost any content being put on hold, I completely agree with this decision. Yes, shiny new legendaries are amazing and are something that I’d personally go for… but they’re not a top priority. Right now, unless you raid or are in love with PvP, there’s really not much to do – any help towards developing new content is definitely what this game needs.

It must’ve been a tough call, but I’m glad it’s been made.

I guess I’m not all that bothered about legendary development being suspended—at present the busywork and material crunching is more noticeable than the scavenger hunt and it feels bad. Maybe the time will be used to re-evaluate the model?

What I didn’t like about how things went down following the release of HoT was that we knew nearly nothing about how the systems would function. For instance, there were many, many streams showing off the decoration system. But basically nothing telling us the costs or the rationale.

Why do we have to be a high level guild to even have a decent complement of basic decorations? Why are pouches of brown pigment used as a component for every single stage of the process? Why is it taking so long to get around to reducing the grind? Overall, what I feel HoT has best taught the community how to do, is farm. Farm for wood. Farm for sand. Farm for potatoes. Farm for liquid gold, any way you can. Was this anticipated? If not, why? GW2 players have been avid farmers since day 1, especially with how many recipes in the game use 250 as an input quantity. The jokes practically write themselves.

There were also many streams and text posts talking about the specializations but nothing telling us how many hero points we’d have to get to utilize them. I’ll grant that this was addressed shortly after release with the cost reduction, but it should highlight the point that there is a communication disconnect between ArenaNet and the playerbase.

Everyone loves the hype train, but it’s important to guide expectations as well.

I get that aspects of the design change from day to day, but I think what is really upsetting the community is that we are all often surprised—either in the way updates are released, or the way new features function.

I get that marketing loves to tout the benefits and is trying to sell us on a product, but what many of us want to know is the nitty-gritty functionality. We want to know the costs. We want to know how long it is expected to take.

If we’re blindsided by a grind-ridden ladder when we expect a lore-driven scavenger hunt, we’re going to be disappointed. But if someone told us from the start it would take 6160 Elder Wood Planks to make Nevermore? Well, at least we could say we knew what we were getting into before we started. I also get that ANet wants to do things different and exciting, but I don’t understand why things like Guild Halls don’t function anything like Wildstar’s (another NCSoft product) plot system. I feel like that would have been low-hanging fruit and an example of excellent, well-received design that should have been easy to access. Sometimes you don’t need to reinvent the wheel. Sometimes the best wheel is the one everyone already knows how to use.

ANet, I hope you know that most of us want you to succeed. I feel Mike’s approach to communication is an improvement, but there’s still room to grow. The community interaction is there, but we need more functional meat to chew into, not fluff.

(It’s a selfish wish, but I wish I could have a direct dialog with someone there, just so I could understand what the decision points were)

So, I’m going to stop laughing for a minute, and point out something that others may have missed.

Now, that bit about the legendary dev team being shifted to other duties actually means that any problems with the legendary crafting will no longer have anyone assigned to fix it. The people that worked on it will be busy doing other things, so it will be tossed into the general “bugs to fix” pile if it’s a bug, and a “fix this someday” pile if it’s a non-bug block.

I’m not sure how many problems still exist on the current crafting paths, but I wouldn’t count on being able to make that new short bow any time soon. History shows it’s bound to have bugs and problems, and with no legendary team to work on it they’re going to be there for quite a while.

Hey Mo,

Thanks for giving us an update this early, even if it’s not the news we’d like to hear. Your honesty is appreciated.

I’ve got a quick question on the technical side of things: Has tooling been one of the pain points? Are Legendary Weapon systems difficult to modify for both developers and content creators?

I mostly ask because if the issue is something like this, where better tools need to be created first to enable rapid creation later, I believe the response from the community may end up being more reasonable. As it is, we’ve got nothing to go on. I personally trust this was considered very carefully and that you have very good reasons for making this choice, but most others will not see that and will leap to their own conclusions. Simply understanding some of the backing problems at a high level will give us more trust in the decisions we hear about without having to make additional promises.

Regardless, hope to hear more early communication like this in the future. Take care, and hope this doesn’t cause too big a firestorm for you folks.

Wowza… this was one of the only things i looked forward to and now legendary wep’s are getting tossed aside. I play this game pretty much everyday in hopes of being ready for the next wave of legendary weapons. its very sad to hear this news. as others have pointed out these weapons were promised as apart of the expansion that most of us loyal players have paid for. If it wasn’t going to be apart of the expansion it shouldn’t have been advertised so. 4 out 16 weapons doesn’t even put a big dent into it. I feel like i keep hearing the same thing over and over too about we want to focus on these main things in our game but then we keep seeing and hearing of splitting up groups and teams then they are doing their own thing again. I’m not trying to be mean here but you cant keep pulling everyone into the same team then splitting them up again and the repeating the process… clearly something isn’t working. seems we need some bigger teams with some goals and deadlines. when its finished/done isn’t a good deadline or goal to strive for. I’m a procrastinator and without a goal or a deadline i will put off anything i can to the last minute or not do said thing at all. Creating new content is hard i can only imagine how hard it is with limited funds and developers but there needs to be a change in actually finishing things. Anet has created an amazing game and we all love it but instead of working on new stuff please finish the things that were already included in a game we already purchased. I really hope you revert this decision to halt production on something people have been waiting for.

My comments aren’t being made to hurt or put down anyone at anet i just think you really have to stick with something till its done. thanks for making a great game and i hope someone reads this.

Obviously I go into this knowing that some players will be very upset. That’s why it’s such a tough decision.

Ankdarkwolf, Darkmikau, Ballads, Spira, Caerbannog, Cysgod, you each posted a variant of an accusation I’ve seen many times over the past few months on the forums, something along the lines of, “AN shipped half an expansion with HoT.” I take issue with that. We shipped a new region full of content, a new mastery system, gliding, guild halls, a new profession, nine new elite specializations for existing professions, and more. Then we shipped precursor journeys for existing legendaries, and said, “We’ve been working hard on new legendary weapons, the first handful of which will be introduced in Heart of Thorns, with more to come in subsequent updates.” While I fully get that you’re disappointed today, this is not about us shipping half an expansion pack.

And you promised more than that, including the legendaries that you’re now scrapping.
Just like people are expecting LS3 and raids, legendary armor, and more. Specifically more content.

So when people talk about half an expansion on launch they expect the rest of it to come after. And if you’re scrapping an important part of what was supposed to come people do indeed get upset.

It’s really sad you’re yet again failing to deliver promises. And there’s been plenty examples where you haven’t lived up to expectations.

I really do hope moving forward you have more uplifting news to share, as thus far anything but raids after the expansion has been a huge letdown.

For me it just shows the disconnect with the community. That you don’t know how and what to deliver to make people happy. Simple thing is you can just ask and you will have your answers, but the path of legendaries was set to fail with the unncessesary complications that weren’t rewarding.
So it’s good to see that killed off, but to indefinitely suspend the legendaries themselves is heartbreaking.

I can’t believe how much resources are poured into the new expansion at the current state of Heart of Thorns. I have been defending HoT for so long but tonight I feel completely ripped off and let down.

I do feel like this is a good move overall. It does feel a lot like there’s a lot of stuff “in the pipeline” or that’s still “hush-hush”, but very little that’s actually ready to ship any time soon. I think it’s a move that could pay dividends in getting more content out over the next 6-12 months that would reach more players. I’d chalk it up as an especial victory if LS3 ended up getting pushed out earlier or some high-demand aspects of content were worked on by those people (e.g. I know it’s getting to be a trite example by this point, but SAB). I’m conscious that six people won’t result in instant content, but, spread between certain other teams, could result in schedules being pushed up which I think would be healthy for the game and well-received by the community.

That said, I’m also conscious that we did get told that we would have new legendaries post-HoT. As such, question: is this likely to be an effectively permanent halt or is it the case that in an ideal world we’d still see the full 16 shipped by the time the next expansion comes out?

Edit: Also I’m seeing a lot of queries along the lines of “we have new gliders/BL weapon skins every few weeks, why can’t people be pulled from that?”. It might be oversimplistic to say, but the overhead for gliders/BL skins is primarily on art – there’s very little serious developer work involved on those compared to anything else. They could probably ship shiny looking things that are skin-only all day without actually taking away from serious design and programming. They’re basically two completely different things.

He said they’d be suspended indefinitely – which usually means it’s not happening, to the extent that it’s not just a question of when, but rather if.

Indefinitely means “for an unlimited or unspecified period of time” or “to an unlimited or unspecified degree or extent”. So, when something is postponed indefinitely, it’s rarely a good or promising sign, i.e., “The wedding has been postponed indefinitely” means they don’t know when it will happen, or even if it will happen, vs. “The wedding has been postponed until next year”.

Thank you for the transparency. It hurts to not have new legendary weapons but it has to be done. Good luck with the project and hopefully we can see the results in future shipped releases. “When it’s ready” is good for the community, hopefully the staff will “get it done.” This is a big step towards the future of Guild Wars 2 and I commend you for having the guts to reign in your team and demand change.

I am pretty frustrated that the devs flailing and slowness has destroyed several of my guilds, most of whom have left for BDO. This decision just insured that those members won’t return (having seen some of them say so here and on Reddit). As it is, I have barely been on because the dungeon nerf has stalled my progress on Bolt, and I donn’t like signing in to an empty guild. I put in 8k hours until Hot dropped, and spent money on gems most months, but have nothing to do now. No armors to collect, which was most of what I did in GW1 and is my main reason for playing MMOs; no many zones to explore; story steps are locked behind masteries that I don’t have, so can’t progress there, either. RP used to fill the blank spots, but I RP elsewhere and most of the folks I know now do, too.

I’m really sad, and while I won’t uninstall GW2, I will likely go back to GW1 to grind out titles or some other MMO, because the direction the game is going in (raids and masteries) aren’t things I can really do.

Hi all,

In the upcoming Spring 2016 Quarterly Update, we’ll launch the new legendary short bow, Chuka and Champawat. The team outdid themselves on this one. This new precursor journey takes you through a memorable experience inspired by a real-world story, and the bow you craft at the end is the perfect commemoration of that journey. I hope you all check it out.

Last year we talked about plans to gradually build out a second set of legendary weapons through live content updates. That’s a big responsibility. We have a team of six developers working on that, who could work on it for years to come.

As game director I have to make tough trade-offs. One thing I believe is that we have to focus on the core game first before taking on additional responsibilities. I wrote in the Guild Wars 2 Design Manifesto in 2010 that our vision was to create a living, dynamic world, where there’s always something to do. Let’s ensure we succeed on that front.

So, after shipping Chuka and Champawat, I’ve asked that we indefinitely suspend work on new legendary weapons. This team of developers will instead shift their efforts back to Living World style content, building new journeys and events for everyone to participate in.

I know this will be a controversial decision. I’ll hang out with you here on the forums for a little while today to discuss it. And I’m always available by email.

I totally support this idea. Let’s use available resources with bigger benefit. We as players are hungry for adventures, another weapon skin does not matter much !

Also this decision helps to prevent “legendary inflation” when will be too many different legendary weapons.

So, there is no more time to finish the Legendaries that we already paid for, but you have no issue with shipping new outfits and BLTC skins every month? Keep milking the cash cow I guess.
You cut the Legendaries pipeline which team of 6 members will make little to no difference but you have no shame announcing that a third of the company is working on a new expansion, your new way to extort our money, while the current paid expansion is not even delivered? How is that for disrespect really? If you are delayed on the promised content, you better move those 70 people to catch up because who is gonna buy your new expansion if you do not fulfil your promises? I have no more faith in ArenaNet and I am not going to buy anything because I feel deeply disrespected Mr. O Brien.

Ok now this is coming from someone who’s been a passionate supporter of HoT, DBL and other decisions taken, this actually made me sad. Like upset irl. A full set was promised, and now it’s basically scrapped. I mean if it hasn’t been shipped whilst it was passionately being worked on, we deffinetly won’t see any now that they have been indefinitely suspended. I honestly don’t think that creating 19 legenderies is that much effort with the amount of stuff Anet previously has put out, and like someone else has posted before I feel betrayed.. Anyways this is my 2 cents , which will be ignored cause nobody gives a kitten about this opinion , and this is a private company that can do whatever they want. I feel so stupid for arguing with people who were commenting things like "full 2nd set on 2022, along with next expansion " , they were basically right and there is NOTHING to guarantee even if they state that more legenderies will come with the 2nd expac, that they actually will. Public announcements are basically not be taken seriously.. I’m sad, hope you go back on this one ..

Absolutely the correct decision to postpone other legendary weapons. Create content that is open for all of the players, don’t create content that is viable for only a small subset of players. I feel the same could be done with the raids, by the way.

I’m disappointed to know there won’t be any new legendaries for a while, but it’s okay, because having something to do is SO MUCH MORE IMPORTANT. If postponing something like legendaries can guarantee us having anything at all new to do, I’m on board.
