Meta Event Chain Rewards
I think for each pre event you complete, you should be guaranteed a rare from the boss chest.

For Shatterer? Hell no. Well, not until they address the failure in scaling that occurs in every “Collect X item for Mr NPC” style of event (in this case, the siege weapons), where the amount you need increases with the number of players in the area, but the supply (or amount of mobs that drop them) doesn’t.
As a general rule, though, it’s a good idea. But would need to be individually tweaked for each event chain.
We don’t want that with Shatterer preevents. One of them (gathering supplies) is easily and quickly doable if only one person is doing it. Zerging it (which would happen if there were some extra rewards attached) upscales it into something that takes longer than the main boss event.

That’s a flaw with the individual event design, not with the reward design suggested above.
Please keep in mind that The Shatterer event is just used as an example of a meta event that can be improved in this way, as opposed to Claw of Jormag, and also take note of the suggestion to, along with additional rewards, extend the meta event chain, as stated in the OP

True, but as long as it exist it makes OP suggestion undesirable. And we’ve been asking Anet to fix scaling issues since the game got launched. Unsuccesfully so far.

Just saying, some pre-events scale extremely bad and are far better done by a few than zerg.
In fact, some PvE commanders specifically ask the zerg to wait and don’t come to help, and get mad if someone actually show up, as that make the pre much longer or harder to complete.
