On the one hand I sort of agree with Vayne that making it character bound has the potential to ruin the economy for quartz, OTOH if its is for making ascended armor then we are being punished again for having alts.
I hope this meta achievement is permanent, otherwise everyone on vacation at the time is going to miss it.
The problem is, Latinkuro, you’re trying to bring real life into this. And in case you haven’t realized, real life is UNFAIR. When people play a game they want it to be fair. You’re trying to argue to make a fantasy game with an artificial balance, more like real life.
Even real life has laws against certain unfair advantages in business. But a game, where people should have a level playing field, is a whole different matter.
If you want this game to be more like real life, when armor drops, if it doesn’t fit your character, you shouldn’t be able to use it.
1. I’d assume the node is Account Bound, simply because all achievements are Account Bound.
2. Whatever happens, not everyone’s play-style can be catered to (Alts miss out on extra Quartz if the node is Account Bound, while those who prefer to play one character would miss out on extra Quartz if it’s Character Bound) . In this, ANet need to balance the game around what is best for the game, not an individual’s play-style.
As long as there’d be restrictions on what characters can mine the Quartz, I personally wouldn’t have a problem if it was per character. Maybe something along the lines of: A specific tool must be used. This can be bought with a Character Bound currency (Karma) and, like other tools, have a certain amount of uses, and can only be equipped by level 80 characters. Those who have the Infinite tools can use them. Quartz mined on the second character and more would be Character Bound, and Character Bound Quartz would produce Account Bound Armour and Weapons.
This way:
Out in the world, there are lots of nodes; if you have a dozen level 80s, you can either go and mine each of their personally-instanced nodes, or go around mining with just one character. Mining output per account is limited by time spent.
Nobody is talking about how many characters you can gather with at the same time !

If that’s what you’re talking about, as you’d know if you comprehended my post, you’re talking about an irrelevance. There are hundreds (thousands?) of locations for nodes for other materials. There will only be one location for the crystal node. If you camp all your toons at one Gold (or whatever) node, and cycle through them to farm it, you will (if your loading times are at all typical) get less gold ore (et al) per hour than if you ran around with one character and mined a number of nodes equal to your number of characters. Your output of every existing resource is bounded by your account, not the number of characters.
Why should this new resource be any different?
Maybe if you thought about what you’re reading rather than assuming everyone else is wrong, you might have understood this and posted something a bit more constructive?

Every human has a home instance in their city. For humans, it’s the Salma District inside Divinity’s Reach. If you’ve done your personal story you’ll have gotten there.
It says (home) after Salma District when you go to enter it.
Edit: In theory that instance should change as you go through the game. With humans it doesn’t change much, but it did with my Asura and Sylvari more. People I saved or helped moved into my home district for instance.

As someone with 5 characters and plays them all more or less equally, I can understand their frustration. It costs me 5 times the amount of gold/karma to kit them all up as it would for a player who only has 1 main. Being told that a reward is account bound basically forces me to choose which of my characters has to get it, and it’s something I loathe. So, so much.
Of course, I’m not blind to ANet’s need to prevent people exploiting alt-mechanics for rapid farming too. For example, I understand that something had to be done to stop people using fresh alts to farm Canach’s dungeon. (I have no objection to the Aetherblade Shoulderpad nerf, because you’re still getting a free Exotic out of it.) But I just wish that they’d done it in a way that didn’t penalise people with multiple alts.
Yes, creating new characters and running them over to Southsun to do Canach’s dungeon for 1 gold was definitely broken. But instead of just making it once per account, why not scale the reward to your character’s TRUE level? So the person with 5 level 80’s can run it 5 times and get 5 gold, but the person who creates 20 level 2 alts and to run the dungeon only gets 2 silver each time? That would have been a much fairer method of nerfing it, in my opinion.

It really isn’t. You can mine the quartz with the one character who a) has the unlimited mining pick or b) whose hone instance is easiest to reach (etc.) and then use the quartz to craft something on another character who doesn’t have access to the pick tool or the cooler home instance, but DOES have access to a different craft.
This system supports playing alts just fine, as long as the quartz goes into storage and isn’t soulbound.
And on character farming:
Introducing a level restriction would be a crude workaround; the better idea is to restrict rewards per character slot instead of per character. That means that everyone would be able to mine the quartz (or get any other reward) on each of their characters, but deleting and starting over would have no effect. However, players who invested in additional character slots would be able to get more rewards.

If so, second question: Has Arenanet totally lost their minds?This on the other hand is a very GOOD question, they better find a way so that new players coming to the game after this event is over can also get access to this quartz resource.

I would like to point out that it doesn’t say anywhere that this will be the only way to obtain quartz. For all we know, quartz could be added to the world as a regular crafting material (either with new nodes or, probably more likely, as a random bonus drop from metal nodes).
I didn’t understand the quartz node to be exclusive to the home instance, and if it is, I will be surprised to say the least.
Plus, we don’t know what sort of item we’ll be able to craft – but we already know that all the different characters have very different needs for armour, weapon and potion stats, so it’s safe to assume that the biggest part of quartz drops will end up on the TP.

I have 8 characters which isn’t that uncommon. Many people have 5. I read one post where a guy had 40 something characters. If the quartz is really valuable and you have lots of characters you could make money fast. If is not valuable, then it’s no big deal. So it depends on the value of it.
Nodes in the world are per-character, so based on that it would make sense for this to be, as well.
Meta-achievement rewards for living story are per account, so based on that it would make sense for this to be once per day per account or something like that.

I can’t imagine it will be soulbound. Lets say, for arguments sake, it will be used to make jewelry only and you mine it on a character. However you have jewelry on another character. This means you will never be able to use it unless you max jewelry on that toon. Or if its used in any other crafting and you mine it on the wrong toon. Too bad, got to max that crafting now on that toon or delete the quartz.
The notes however didn’t say there wouldn’t be quartz mineable in regular PvE. Only that people will have their personal nodes. If the quartz is bound to the account and not available in regular PvE, the people who have these nodes could conceivably make a lot of money, depending on what they make. I’m betting the quartz will be also available in the game.

There’s no reason that a person who has 10 alts should be able to get 10 of a reward that disadvantages people who have single characters by comparison.
It would disadvantage the single character people only if they were putting the same effort into their single character as someone put into their multiple alts. Which is possible, but in most cases is simply not true.
People that created many high-leveled alts (yes, i agree that low level alts should be prohibited from benefitting in some way) have to put a lot of effort into those chars. That is their disadvantage.
So yes, in lot of cases people that have only single char are and should be disadvantaged. There might be mechanisms to limit that disadvantage, but if it were completely eliminated, then i fully expect any disadvantage of posessing more than one char would be eliminated as well.
And back to the main topic… i wonder, besides the node in the player instance, will there be any other way to get those resources? And if it will be, will it be permanent addition, or temporal one (like azurites, that really should have been added to normal node drop tables)?

They already have tech to limit a node to an account – you could only harvest three (?) of the Blooming Passiflora nodes per account.

In a game where you can level a character in a day to max level using crafting (a few hours actually), this argument doesn’t really stick.
I person could have four 80 level characters in 4 days just to gather those nodes. They’d be doing minimal work after those days.
The fact is this is all speculation. We don’t know anything about the nodes. Are they account bound? Can they be sold? Are they used to make something special? Is there any other way to get them?
Until we have more info, no one can say who is or isn’t being disadvantaged.

This ^^ is kinda my point I have 4 lv cap toons I play on a regular basis, for me they are NOT just resource gathering slaves !
So if this resource is account bound I will have to work a lot harder to gear up all my alts in whatever quartz will be used for ( I have a strong feeling they will be used for ascended armor crafting) than someone that has only one toon !
Say someone has only 1 toon they can gather 3 quartz per day, let’s say it takes them 10 days to gather enough to craft 1 piece of ascended whatever.
now in my case because of these stupid account limitations i will have to spent 10 days per toon to craft that same single piece for each of my toon. in the time it takes me with these limitations to craft one piece for each toon, the person with 1 toon can craft a whole set.
If it was minable by all my toon it would take me just as much time as the person with one toon to gear up my alts think about that when you say it IS fair as account bound !!!

Allow me to summarize what we don’t know yet (unless I missed it):
You know how many of my azurites I used to craft stuff for all my characters combined? Zero.
There is an assumption that quartz can be used to craft zenith weapons, based on the weapons looking crystalline on the screenshots, but we don’t know that either. So, it seems a little early to me to complain.
