Player controlled character shouts?
I’d be happy with more than the 3 emotes we have now.
I’d pay for this. I used it a lot in NWN.

Dem counting skills
Like Diablo 2 and Marvel heroes where you could do a num key button to make character say something.
It’d be cool if they made some that were related to the Order you joined.
I’m also still waiting for my GW1 emotes, such as /flex
How would this work, exactly? Are you saying, for example, I could have my toon shout his battle cry “For Aunt Mary!” at the punch of a button? Who does that voice work? And who vets these phrases to make sure nothing profane gets through?
I think the idea has merit, just trying to figure out how it would work.
And I had to chuckle. If I’m playing GW2 and my wife is on the other PC in the office, she thoroughly enjoys the constant Outrunning a Centaur line. /sarcasmoff
If you mean like the voice wheels/menus such as in L4D, TF2, Battlefield etc., where the character calls out pre-recorded, lore friendly contextualised phrases/words I’d welcome that.
Stack: “To me!”
Ranged: “Keep your distance.”
etc.
For Lore friendly-prerecorded shouts with the Z key or something (Anyone get the reference? xP ) I’m okay with that. I’d also be okay with something similar to /rank where you could type /shout and you’d get the character shout then, this /rank feature also has a cooldown, and if they still seem to spam it perhaps a suppression in chat?

I guess I get to be the first Naysayer.
The potential for abuse seems quite high for this request, even with a cooldown.
Imagine the massive spamming at the wait before a mass populous Boss Event i.e. Shatterer.
Having to constantly hear a Zerg of people spamming their shouted battle cries would be enough to force Shatterer to never land.
I think this would be a terrific idea. I can see how ‘shouts’ could be made as rewards, unlocks and even available in the gem store.
But I can see two potential problems for implementing this…
1. The spamming issue that others here have already noted.
Solution(s): toggles in the options menu for ‘Show other player shouts’ (floating bubbles), ‘Hear other player shouts’ (as audio), and also a volume slider for player shouts (like the musical instrument one). The options could even be more granular, to include only guild, party, or friends list players +/or to exclude any blocked list players.
2. Actually creating the resources to provide a range of shouts might be tricky.
Of course, you could initially just give players access to the character vocalisations that already exist for their characters. But to add to those sound palettes would require the availability of ALL the original voice actors to come back into the studio to each provide the same amount of additional material for any subsequent ‘shout packs’; otherwise, you would have some voices with more options available than others.
So, yeah, would fully support something like this, but I can see potential issues mainly to do with the logistics of creating the content.

I’m saying they could sell or create shouts just like they do combat finishers right now.
You select one – out of a selection of let’s say 20-30-40-50-whatever that you have to earn or buy in the gem store and then at the press of a key you say the line you chose.
It is not “custom made” in the sense that you type out the text and he speaks it. It’s custom in the sense that you can choose when the line is said and which one out of the line library is used.
The system would also have a CD for the shout so you don’t spam people.
Imagine the pure epicness of an entire WvW guild group shouting “Victory or Death” just seconds before slamming into another zerg.

You could set a cap just like you have for miniatures. If let’s say people use too many shouts in a small area in a short period of time it could disable shouts for other players.
I’m pretty sure you can find a work-around. Also you could implement a shouts off feature people could toggle in their menu if they feel they’re being overwhelmed by the mega boss zergs all shouting too much stuff.
As long as we can turn it off.

…allows the player to have his character shout out a line. Like a battle cry or something of the sort.
On my main guardian, I get him to shout “Retreat!” then me and my allies charge into battle!

I’m new to gw2, and are you referring to sort of actual audible shouts/battlecry or chat? I would like to see shortcuts for chat shouts.

Actually, ANet have already mentioned adding new race specific dialogue and the addition of character shouts, etc, which will more than likely be coming up in the expansion, or perhaps by some chance as a pre-expansion patch.

So OP, it seems your idea is already in the throes of being implemented, or at least that’s the impression I’m being given by the line “hurl threats and challenges at enemies, and bark mission-specific orders to comrades”.
