Playing German and North American Servers
I am pretty sure at the current state of things, if you wish to play on both a European server and a NA server, you will need 2 different accounts. Even guesting and interaction is not allowed between the two regions.

Unfortunately yes.
I am an American that plays on an EU server. I have absolutely no problem with lag more than anyone else. I only notice lag if others (Europeans) also have lag for some reason, meaning it’s the game not my connection.
I thought that servers doesn’t actually mean the literal servers. I’m not sure though if Anet has a server hosting somewhere in europe, but their NA server is located in texas.
Btw, you can still talk (/w) with someone from a different region, or join a party with them. You probably won’t guest with them though. I know this because every so often, someone from EU will join your NA fractal party and realize he’s in the wrong server :p
I am in Germany, playing on an American server, and experience no lag whatsoever. So I would say your sister’s fear is unfounded…

How about you three grab a VOIP program, discuss and then decide for a sever in EU or US and then….play together on one server!?
I feel bad for Emily now! You’ve got to fix this.
Maybe you and your sister could create characters on a non-German server in Europe, and then Emily could come play with you both there? I’m guessing Emily doesn’t speak German so she might feel strange if everone else does …
Also it would be cheapest because you and your sister won’t have to buy new accounts. If Emily has already bought the game for herself then her birthday present to you could be another game for herself so you could play together.
It isn’t necessary to buy a new account (for Emily, although if she has an extra, then she could use 2). A server transfer would be cheaper, or if she has yet to start playing, she can just chose the EU server you have all agreed upon. It isn’t like Emily could buy an EU serial code (thus her account will be placed in the NA service center, regardless), unless she traveled to Europe, of course.
Remember, you can freely switch servers if you delete all your characters. There is a cost, otherwise. But as you just started playing, deleting characters may not be much of an issue.

Moving Emily to another server isn’t an option for her. She is quite deeply invested in the game, playing with her brother and friends.
My, my sister and her BF (sorry for not mentioning her BF earlier) moving through the paid method is also no option, Emily is on a “Very high” population server. So we’d have to pay $66 to transfer 3 accounts.
I am currently trying to convince my sister (and also her BF) to delete their characters so we can all move together. Do you guys have any convincing arguments why they should move from a “Medium” population server to a “Very High” population server?

The “very high” just means probably populated in terms of people playing the game. As this game is designed under the assumption that people will be playing in all the zones, the player experience will be dramatically affected by the actual population of players. I took two months to get into one of the oldschool ‘full’ servers and it made a huge difference in quality of life.
