Priority system
I wouldn’t say that is fair at all.
Why should someone suddenly be kicked out of a map just because someone else turned up?
If you are doing organized attempts you should be at the map quite some time before the event starts anyway, and if not you can always use the "Join in " command with a party.

Flip side is, why should someone who is trying to do things on their own home server not be able to and miss out because guests are filling up the maps?

It may be harsh, but I think it’s fair because some people can’t play on their own server because there’s someone from another server guesting on theirs. Another option may be to have someone from the home server move in front of guesters if queing for a spot on the main server.

Why should people be able to wait until the event starts and then kick out people playing with their friends because they happen to play on different servers?

Not if the server is full. Wont allow you to join through party either.
I fully support this system. If the people in question want to take part in the server so bad, let them transfer like every other person does. I don’t expect to be treated as priority as your server so you shouldn’t be treated as such in mine.
Then again, I’ve been in TC for almost a year now so my views are probably bitter and biased as TC is often guested to for events, meaning a lot of TC players themselves miss out on the instance due to guesting.
Priority system sounds great, I fully support it personally.
Edit: Maybe the problem of being with friends from another server could be resolved by people in parties not being kicked? I.E. if a friend of mine from lets say Crystal Desert is guesting for an event with me, while partied with someone from the home server, me, they cannot be kicked by priority system. Might work?
Why stop there. Why not forcibly remove everyone in the zone that is just casually playing and not at the event. Then start removing everyone that isn’t 80 and then people without exotics and then people without ascended and so on.
… forcibly kicking someone, completely ignoring the fact that they bothered to show up first, while they are probably right in the middle of something is not the answer. Besides, there are more people trying to get in then there are spots. Even if guesting was disabled, you’d still have overflows throughout prime time.

Because you shouldn’t have to go to the map and sit and wait doing nothing for god knows how long before the event to ensure a spot on your own server. People do like to actually play other aspects of the game before an event.
Would also encourage people to visit lower pop servers I think. Since you wouldnt guest to the highest population priority servers looking for easy blob zerg loot. This would be great, it could lead to even the lower pop servers seeing life more often during meta events.
Maps aren’t generally full, its only during a meta event there, so a random pver in a random map wouldn’t really be afflicted, but I must ask why they wouldn’t just be exploring in their own server’s zone?

Why?
If you didn’t wait until the last minute you most likely would be able to join in on your server. If not, use the system I mentioned earlier (joining a party on the home-server and then “Join in #map#”).
Guests are most likely seen as identical entities as natives in the queue system, so basing queue on nativity is most likely not possible.

The system you mentioned, joining a party to taxi in your home servers, doesn’t work if the map’s limit is reached. I think it would be possible to change the queue system, but I’m not a dev so I wouldn’t know.
