In short using a gamepade is NOT bannable.
Using a application that comes with a game pad that maps keys is NOT bannable.
Using an application that changes the way the game functions (crosshairs) etc IS bannable.

That’s what I figure as well. I assume the problem with the Combat Mode is that it’s an actual mod in the sense that it adds a GUI overlay and makes changes that affect gameplay outside the normal control scheme, and that it allows for scripting. I don’t think that’s an issue with setting up a controller profile. However, I’m still hoping for an official response from Arenanet if they can provide it.

Dunno, maybe? As far as I know the problem with Combat Mode was that it altered the in-game interface, so counted as a mod instead of an outside 3rd party app.
