The only way I can see you being scammed (since you didn’t provide the information), is by mail. You sent something to someone and were supposed to get something in return, but you didn’t get it. This is simply an issue of trust.
In GW1, they did something about it because there was no trading post. There was only player to player trading. The only way you could obtain goods was by trading. In GW2, we have the trading post.
Now I hate to sound like a downer or conspiracy theorist, but this is the catch and probably why they won’t do anything about it. (prepare your tinfoil hats)
They want you to use the trading post. Because they get to charge you for selling and buying items. The listing fee is their way of getting something out of your trades. So they won’t implement player to player trading or support mail trading, much less take action against being scammed as such. They want to encourage you to use the trading post for safer transactions, which in the process, makes you give them money.

So let me get this straight, they did not hack you, but you decided to do a transaction with a player without using the TP? Then it obviously mostly depends on trust. I only trade items that I don’t need and am not sad about losing (like once in a fractal a guy asked can he buy a yellow drop off me, I sent him the item with attached note of “whether you pay or not, it will affect your sense of guilt only”), he payed. I don’t expect randoms that I meet to pay though. That’s why all I can say is use the trade post instead of trading directly.

Yeah but my post was more on the lines of, why we can’t have player to player trading and why we don’t have C.O.D. as an option in the mail. Also why they won’t support it or take action.
In other games, they have a trading post with a fee (same as GW2 has right now), but they also have player to player trading and the option for C.O.D. in your mail. Many ways to trade between players that are perfectly viable. Yet Anet won’t give us those options even though they would prevent these kind of things from happening. They want us to use the trading post only and won’t support any other kind of trading.

You really can’t be scammed in the game without your permission so I understand why it is not a big issue for Anet in terms of protecting players. That said, mail COD or direct trade is not unusual at all in games—why not implement it? Whatever their reasons, they are not well communicated within any kind of coherent philosophy.
Use the TP , its the end users fault. All things which are obvious, but not the point of the thread. There are several reasons why someone would avoid the TP no reason to detail them here. That said the issue is that scammers are going unchecked, regardless of reason.

Player to player trading is exactly the same as using the TP except it isnt a goldsink as the game doesnt swallow up any gold. This would lead to issues with inflation leading to a less stable game. The TP was brought in to combat inflation and provide an easy place to sell and buy items.

I can see what you’re saying but why can’t Anet introduce a C.O.D postal system and each transaction you make via mail you pay a postage fee? The fee can be based on either % value or the quantity being traded. Either way, it would amount to a gold sink and pretty much same thing as paying a fee on TP. This would also make it possible to trade when TP is down for w/ever reason.
Of course they would have to expand the postal service capacity, so more mail/trades can be made then just 10 currently.
Edit: I’ve actually gone and made this a suggestion in the suggestion forum. So go and support it plz coz it’s really need in the game.

However, as you stated it, even if this behavior is against the Guild Wars 2 Rules of Conduct, avoiding it is mostly up to the players.
Our customer support team takes that kind of behavior very seriously. However you can probably understand that it is something really hard to back this up with strong evidence. Therefore, the process can take a lot of time.
