It appears something in this patch has broken a lot of the skill timing on live. We are looking into this and will get a fix to live as soon as we know what happened. Thank you for all of the detailed reports, hopefully they help us track down the source of this issue ASAP.
Patch is in. Let me know if there are any anomalies that we missed on this particular front. Fear interrupt fix should be coming shortly behind this one.

now i’m confused by the terror trait… i was always under the impression that the fear only did the damage at the cast or rather application of the fear to the target, ie that the damage was a one time event per fear, regardless of fear duration. i was under the impression that it didn’t matter if it was a 1/4 second fear or a 4 second fear, the damage would always be the same ( x with no other conditions, x+y if the target suffered from at least one other condition. )
the trait says nothing about damage over time. that’s why i’m confused.
so you’re saying that terror’s actual functionality applies damage per second as long as the fear remains on the target…
PS: i’ve never played terror necro before, due to my ( mis ) understanding of the trait.
Is this related to the current latency issues being encountered in WvW or is that a different issue? Didn’t really see a difference before or after the build last night in WvW though it was noticable sPvP.

I suspect this was mainly related to the ranger traps and ele vapour blade taking 1 second to cast (instead of 1/2 second) and having a 1 second after cast. Which was fixed.
