Texture/Palette Changes?
check beck again when the lightning is also the same
According to the details on the wiki picture, it was photoshopped. I have no idea what exactly was done to the picture, but perhaps it was somehow/somewhat enhanced.
Pictures I take in game always seem duller.. I have to use photoshop like programs to make them look like what i see in game or better.

Your graphics are set very low by the look of the bricks and other textures.
This is old, another thread floating around here somewhere with an answer.

They’re set to highest possible, unless there are command-line things I can use to up the resolution?
Top is what I see in game, I compared in game to the pic. Bottom is the actual pic I took which does not look like whats on my screen.

Do you remember where it was?

It was probably 4-5 months ago, people buying the gear were disappointed that it didn’t shine as they had thought.
Can’t remember the name of the gear, but I’d try first by searching that.
Looks fairly reflective to me, you just need to find the right time, the right lighting, right dyes, and the right angle for these screenshots.

Point being that the same Outfitter (assuming they didn’t change her dye palette) is now showing up with a different/lower quality texture.
Oh, I also just sat through a day/night cycle to see if the appearance would change at all. No dice. Something very DEFINITELY changed about her palette, or there’s something in the game settings I’m missing. Maybe the “Shiny” button.

I don’t think so, the img that Recycle linked appears light in color, but it’s not like an alpha channel creating a reflective surface of polished steel, or chrome.
I’ve been looking for the post, though it may have been deleted.
The environment map (reflection) is both dependant on your settings (I think you need at least medium shaders/shadows), and the locality your are in; plate armour are especially shiney in Diessa Platue I’ve noticed for example
In most cases the environment map is not an ACTUAL reflection, but a pre-set texture that the map designer felt was reflective (See what I did there?) of the environment.
Garnished Toast
Here’s what it looked like to me today.

Yes. But since it’s a stationary NPC, what her armor looks like should not have changed unless they fiddled with the settings on dyes.

Yeah, it still doesn’t look the same as the screenshot on the Wiki. I dunno if this is just something they did to the dyes themselves or what.

It could have been, someone mentioned it says Photoshopped? I haven’t seen, but like I said in my previous post most pics don’t look the same as what I see on my screen. So I end up enhancing all my pictures to make them not look so dull/dark. So they may have done the same.

Know whats wierd, and maybe I’m just being a noob.. but, when you have shaders on medium you can see reflections, or I can on my shield. On high I can’t lol.

In that thread, months ago, people were complaining about the dullness compared to a vendor, or NPC who had it equipped. Comparing vendor to player it was very different.
The other point you make, about settings. I also play on max settings, but most armor that has any reflective properties work as intended. I will add that armor has a lot of glitches, or maybe it’s just rushed. Could be a file issue, still, I do really like the shine of items that offer it.

It was weird but when I used medium shader I could see clearly reflections of the background on my shield. On high it was just shiny, no reflection. I have GTX 650 on quality setting. I did see the same reflections after I changed the setting on the NPC, but the NPC in the picture looks a bit more blue toned. Below is the pic I took with fraps not in game screen shot. And with shaders on medium. I might check out my settings to see if I could improve by manually adjusting aspects. Unfortunately I wasn’t around right at launch, but I can imagine people notice stuff like that. I think GW2 (for me) is about an 8 as far as graphics. Definitely love the cinematics, and the style is all new to me.
