Very likely it is a permanent addition, mostly as the achievement associated with it that are in the Tradesman category as opposed to the Living World category (the latter of which was usually the place for temporary achievements).
To the extent that anything in this game is “permanent,” that NPC is. (ANet, I’m sure, reserves the right to add/remove/alter/disable content depending on the evolution of the game and its community.)

I say just do it, I doubt it’s going to be removed, but you’ll regret it more if you don’t get it than to farm the gold back if you lose, which you’ll do anyways IF you lose, good luck

considering the reward is a permanent version of the vendor that allows you to buy the items from anywhere in the world I think it is safe to say he is staying around.

As someone else pointed out, the achievements for it are under Tradesman. If it isn’t permanent then this would be the first time in the history of GW2 that they put temporary achievements under a permanent panel.
It’s safe to assume it is very much a permanent addition. Even more so, it is a gold/ecto sink, not anything based on the Living Story or a seasonal event.

Patch coming today makes me nervous. dat 95% is tricking me. I Think I will get the last 5 tries this noon, before patchs comes out. Hopefully, I get some ectos back every try and don’t need to sink all my last bits of golds/mats.

Maybe not a “Big patch” or game update, but sill a patch is scheduled. =P

That points more towards temporary. On the other hand the achievement itself points towards permanent but we have plenty of temporary achievements already.
