Turing Tests vs DR
I assume this about performing a Turing test to differentiate a player from a bot. In which case I believe it’s possible, but not really practical to implement it on a meaningful scale.
DR isn’t just for bots. DR is also safety net to catch exploits or something that was not intended. If there wasn’t DR, it would be far too easy to farm something simply by creating a zerg, mulitplying your loot. Event DR slows down the ability to tag and leave, event hopping through the zone. Dungeon DR just catches exploits and gives an incentive to run other paths.
Requiring something like a captcha doesn’t stop botting, it just temporarily interrupts it while the bot calls its master for help. For the human players, it simply creates an annoyance.
I think this is a really bad idea. The last thing I want is to have to pass an ingame captcha test or something just to prove I’m a carbon-based lifeform.

Let’s not fully consume the koolaid. If you think DR was not also intended from preventing legit players from farming money faster than Anet wanted them to, via legitimate means, Mr Jones has a cup for you.

DR is not a safety net as you describe. That would be called Quality Assurance. Bots are most easily found (and eliminated) after the fact through data mining techniques. They can be identified as soon as the data gets to a data mart or warehouse, usually on a daily basis.
DR itself probably was justified to gimp the bots initially. Reality-testing would also tell you that it gimps legit players equally. We play games in part to experience a sense of reward. You never, ever combat bots by making your game unrewarding to play. This is actually a game design 101 level issue.
You are under the assumption DR was implemented to curb botting. It wasnt. Get to the real reason.

QA can’t catch everything because 1) not all exploits are obvious and 2) some things only happen under specific scenarios, which might never occur during testing. DR is the safety net, slowing down the rate at which you can be rewarded by, in most cases, repeating the same loop. If they wanted to be mean, they could easily say dungeons can only be done once a day, events only reward you on your first completion every hour (or greatly increase the respawn timers) and loot now drops only for and is shared by the group that killed it. That is how DR works in other games.

Once the DR system is fully tweaked, a legit player should never encounter it. As of now, If you don’t do events in a zerg and loop them or tag and run, you won’t hit event DR. If you do more than the same path in a dungeon and/or don’t skip, you won’t hit dungeon DR. I haven’t farmed mobs in about 2 months, but I never or rarely hit DR while AoEing my way through Orr. Back when I did farm, after about 100 mobs, DR would be noticeable so I’d AFK for about 20 minutes and it’d be gone.
